What is happening
On 29 September 2026, Tesla reported that Croatia has recognised the provisional EU type approval that the Dutch RDW granted on 10 April 2026 for Tesla's driver-assistance system FSD (Supervised). According to Croatian media (N1, based on the news agency HINA), the type-approval authority, the State Office for Metrology (Državni zavod za mjeriteljstvo), took that decision. We have not found a publication by that authority itself; the date above is that of Tesla's announcement. In Europe the system is now called 'Tesla Assisted Driving'. It remains a supervised driver-assistance system: the driver stays responsible.
We have not yet been able to confirm that customers in Croatia can already use the system. That is why we write 'approved', not 'available'.
What this means for HW3
The recognition itself does not name a hardware version. On 23 June 2026 the Finnish regulator Traficom wrote that the system under assessment applies to Tesla models with the latest hardware generation, and that for older cars the manufacturer has not initiated a corresponding procedure (source).
For HW3 vehicles Tesla announced a software version of its own, referred to as 'v14 Lite'. It is not part of the approved version. Tesla sold HW3 cars with the statement that the hardware was capable of fully autonomous driving. Whether and how Tesla makes good on that statement on HW3 is the question the Dutch case is about.
Provisional and national
The recognition applies only in Croatia and is provisional. For an EU-wide approval, the Member States vote in the European Commission's Technical Committee on Motor Vehicles (TCMV). No date for that vote has been set. If the Commission refuses the approval, the provisional approval is revoked six months after that decision (Article 39 of Regulation (EU) 2018/858).
What we do
Owners in Croatia with an HW3 Tesla can register, with or without a separate FSD purchase. We include them in the register and keep this page up to date.
We are not a law firm and do not give legal advice.
